Overview

Manage and coordinate learning, development, and education activities for PacificSource in order to improve the performance of employees and increase the efficiency and productivity of the company.  Act as an organizational development liaison and advisor to PacificSource managers and teams and facilitate company initiatives across the enterprise. Responsible for the creation and integration of learning and staff development programs and multiple associated projects to achieve strategic business goals and operational objectives.  Responsible for working with all functional areas to assess and determine specific technical and professional training needs.  Consult with departments and outside sources to evaluate all classes and materials used by the company.  Provide availability to all employees to review and discuss education, training, and career goals.

Responsibilities

  1. Confer with managers in all functional areas to assess technical and professional education and training needs based on company requirements and future technology changes.
  2. Provide expertise in strategy development and execution, planning, and project management to manage learning and organizational development.
  3. Act as a technical resource to support the development and implementation of company training programs.
  4. Assist in the development and implementation of process improvement strategies and training throughout the organization.
  5. Consult with management on performance, organizational, and leadership matters.
  6. Direct the needs assessment for training and staff development to enhance the effectiveness of employee performance in achieving the goals and objectives of PacificSource.
  7. Formulate training policies, programs, and schedules based on knowledge of identified training needs, company processes, business systems, and changes in products, procedures, or services.
  8. Develop training programs and courses for all employees. Conduct and evaluate in-house training programs when appropriate.
  9. Coordinate new employee orientation and Customer Connection training program.
  10. Develop and conduct an orientation program for team leaders and managers.
  11. Make assessments of training effectiveness in terms of employee accomplishments and performance.
  12. Identify/incorporate best practices and lessons learned into program plans.
  13. Facilitate communication among and between employees and management. May work in partnership with HR Partners on conflict management with managers and employees.
  14. Develop annual education and training plans in cooperation with department managers.
  15. Coordinate training projects and programs through planning, development, implementation, and evaluation phases.
  16. Develop facility-wide template and system for monitoring and reviewing training plans and training checklists.
  17. Maintain records and prepare statistical reports that evaluate the performance of instructors and monitor the progress of trainees.
  18. Ensure training records are kept up-to-date and reports are submitted to managers, team leaders, and the Executive Management Group.
  19. Compile data and analyze past and current year training requirements to assist department managers in preparing and justifying training budgets.
  20. Develop a means of measuring the effectiveness of training programs through assessments/testing.
  21. Confer with employees to determine individual training needs in order to ensure core competencies.
  22. Select appropriate instructional procedures or methods, such as individual training, group instruction, lectures, e-learning methods; computer-based training, audio and video podcasting.
  23. Manager the LMS. Created courses, including online course creation through a SCORM-compliant system, and classroom trainings, manage the online registration of employees, mark attendance, and utilize the reporting capabilities of the LMS.
  24. Organize and develop training manuals, on-line reference library, testing and evaluation procedures, multimedia visual aids, and other educational materials.
  25. Educate assigned instructors and supervisory personnel in effective techniques for training (such as new employee orientation, Customer Connections, on-the-job training, train the trainer, management development, HIPAA, and safety practices).
  26. Ensure desired quality and cost-effectiveness of training programs. Research programs and materials, interviews instructors/consultants, and make recommendations for the most appropriate training courses.
  27. Work with educational institutions and outside consultants to develop curriculum, monitor and manage training programs, including technical courses.
  28. Keep informed of new developments, methods, and techniques in the training field.
  29. Coordinate business activities by maintaining collaborative partnerships with key departments.
  30. Actively participate as a key team member in manager/supervisor meetings.
  31. Actively participate in various strategic and internal committees in order to disseminate information within the organization and represent company philosophy.
  32. Responsible for oversight, management, development, implementation, and communication of department programs.
  33. Responsible for hiring, staff development, coaching, performance reviews, corrective actions, and termination of employees. Provide feedback, including regular one-on-ones and performance evaluations, for direct reports.
  34. Develop annual department budgets. Monitor spending versus the planned budgeted throughout the year and take corrective action where needed.
  35. Coordinate business activities by maintaining collaborative partnerships with key departments.
  36. Responsible for process improvement and working with other departments to improve interdepartmental processes. Utilize lean methodologies for continuous improvement.  Utilize visual boards and daily huddles to monitor key performance indicators and identify improvement opportunities.

 

Supporting Responsibilities:

  1. Meet department and company performance and attendance expectations.
  2. Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  3. Perform other duties as assigned.

Qualifications

Work Experience: Requires a minimum of five years of experience in designing, developing and delivering training programs. At least three years of supervisory experience required.  Five years working in an HR department partnering with HR Partners required.

 

Education, Certificates, Licenses: Requires a BA/BS degree in Business Administration, Education, Communications, Human Resources, or equivalent.  Masters preferred in Learning and Development or Organizational Development.

 

Knowledge: Accountable for the development and proper maintenance of all training programs and budget. Requires excellent interpersonal skills; ability to work in a team environment.  Advance skills with Microsoft office products (Word, Excel, PowerPoint, Access) required. Ability to network in the community and represent PacificSource. Creative ability, writing proficiency, visual graphics design ability preferred. Experience in developing learning programs with the latest technology (e.g. e-learning, podcasts etc. to deliver to multiple locations). Good organizer, meticulous in detail to develop flawless presentations. Experience in training and presenting and moderating large groups. Visionary skills to lead the organization in utilizing new technology methods for learning.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 25-40% of the time.

 

Physical Requirements:  Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
