    Position Overview: Write and edit non-technical and technical narrative sections of proposals in response to solicitations from various local, state and federal government agencies. Under the direction of the Senior Vice President of Group Sales for the specific assignment, review solicitation documents, create the proposal outline, annotate it with sales and marketing leadership, and guide the template development process.  Participate during planning sessions to fully understand business requirements and how to best position the proposal response.

    Responsibilities

    Essential Responsibilities:

    1. Write new proposal content which is compelling, compliant, and using an active voice. Proofread and edit proposal content. Review the color team drafts for consistency, clarity, and persuasiveness of the material, ensuring the desired deliverable is well written and properly laid out proposals, the response text is compliant, concise and compelling to yield the highest possible technical evaluation scores.
    2. Review solicitations with VP of Group Sales, market leadership and RFP team members, and create working document with annotated outline.
    3. Work cross functionally and virtually with technical and subject matter experts to develop winning, targeted, responsive content from outlines through final text. Complete assignments on time by either interviewing or collaborating with subject matter experts.
    4. Prepare documents for review teams.
    5. Collaborate with marketing and communications and subject matter experts to manage document versioning and control, and coordinate all proposal materials to ensure brand consistency and alignment with PacificSource’s mission and values.
    6. Work with marketing and communications to develop conceptual images, standard process flowcharts, diagrams, and other graphics needed for written sections.
    7. Apply a thorough planning approach to writing by using industry best practice tools and methodologies.
    8. Achieve customer focus by integrating win themes, proofs and statements, emphasis techniques and other industry recognized best practices.
    9. Present technical information in ways that is easy to understand and evaluate.
    10. Edit proposal documents submitted by multiple authors to ensure they abide by set standards regarding order, clarity, conciseness, style, and terminology in accordance with best practices, strong proof reading and editorial skills with high attention to detail
    11. Work with RFP proposal team members to ensure format document is based on solicitation requirements.
    12. Mentor other team members on industry best practices and lead / manage RFP team.
    13.  Perform day-to-day administrative tasks such as maintaining version control of proposal information, including library of often-used content that can be easily modified for unique requirements.
    14. Participate the planning sessions to fully understand business requirements and how to best position the proposal response. Participate in proposal review debriefs, and attend internal and external meetings as required.
    15. Serve as key internal contact for proposal materials.
    16. Identify process improvements for proposal response creation and accuracy.
    17. Coordinate business activities by maintaining collaborative partnerships with key departments.
    18. Assist with hiring, staff development, coaching, performance reviews, corrective actions, and termination of employees.
    19. Actively participate as a key team member in department meetings.
    20. Actively participate in various strategic and internal committees in order to disseminate information within the organization and represent company philosophy.

     

    Supporting Responsibilities:

    1. Meet department and company performance and attendance expectations.
    2. Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
    3. Perform special projects and other duties as assigned.

    Qualifications

    Work Experience: Minimum of five years of experience in working with technical writing and responding to solicitations.  Technical background experience in the health insurance industry strongly preferred.

     

    Education, Certificates, Licenses: Bachelor degree in Marketing, Journalism, English, Communications or related field, or equivalent combination of education and experience. Proposal or writing certification is a plus.

     

    Knowledge: A thorough understanding of proposal documents and solicitations preferably in the health insurance industry.  Must be able to write new content which is compelling, compliant and active voice.  Demonstrated interviewing skills and experience working with cross functional areas.  Must have experience in formatting and editing of large, multi-section proposal documents.  Experience in understanding solicitation requirements. Must possess strong skills in Microsoft Word, Excel, PowerPoint, Adobe, and Visio. Experience with SharePoint or proposal software systems for document and content control. Must possess excellent communication skills, particularly in writing and must be able to communicate and work effectively with a wide variety of internal and external customers.  Ability to work under pressure and meet all deadlines.  Ability to handle complex large proposals. Ability to consistently and effectively pay attention to detail, produce high quality work in a timely manner, and strive to increase production without sacrificing quality. Ability to handle sensitive issues with diplomacy and persuasiveness. Must possess strong planning, organizational, time management skill with demonstrated ability to recognize and comply with meticulous customer requirements. Detail-oriented, customer-focused and able to successfully manage all facets of the proposal writing process.  Able to work both as a team member and independently when necessary. Highly organized with demonstrated ability to recognize and comply with meticulous customer requirements.

    Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately _5___% of the time.

     

    Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
