  • Overview

    The Program Manager for the Columbia Gorge Coordinated Care Organization (CCO) supervises and executes wide-ranging initiatives to improve the health of Medicaid members in the CCO. Working closely with Medicaid Administration staff, Health Council staff, providers, community partners, and other stakeholders, the Program Manager leads initiatives both internally and externally to fulfill PacificSource’s commitments under its CCO contract with the Oregon Health Authority and to accomplish overall health care transformation and health improvement goals for the region.

    Responsibilities

    Internal Operations and Leadership:

    1. Coordinate and supervise internal and external resources to respond effectively and in a timely fashion to requests from the Oregon Health Authority for scheduled reporting, adhoc reporting, interviews, site visits, and other deliverables.
    2. Design and create written materials to be shared through PacificSource’s community governance model, including materials shared with the local Health Council Board and its standing and ad hoc subcommittees including status reports, work plans, and educational materials. 
    3. Contribute to developing strategy, business plans, and contract language for community-based and clinical services that address key needs among CCO members.
    4. Analyze and propose strategies to evaluate or implement potential opportunities to decrease costs or improve the use of high-value health care.
    5. Maintain collaborative partnerships with key PacificSource departments and leaders. 
    6. Actively participate in internal committees in order to disseminate information within the organization, represent company philosophy, and ensure line of business visibility within the company.


    External Collaboration:

    1. In collaboration with the CCO Director, Medicaid Administration staff, and PacificSource leadership, work with health care providers, county health departments, the State of Oregon, and other partners to orchestrate health care improvements for Oregon Health Plan enrollees.
    2. Facilitate communication and problem solving between PacificSource staff, CCO members, and providers.
    3. In coordination with other Medicaid Administration staff, represent PacificSource and the Medicaid line of business at state-level events sponsored by the Oregon Health Authority or other health care organizations and in regional community forums.
    4. Facilitate engagement of PacificSource representatives in community-level work crossing populations or lines of business.

     

    Supporting Responsibilities:

    1. Meet department and company performance and attendance expectations.
    2. Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
    3. Perform other duties as assigned.

    Qualifications

    Work Experience: Minimum of 5 years administrative experience in a health plan, provider organization, or related setting is required. Experience leading multi-stakeholder initiatives or complex projects is required. Demonstrated skill in data analysis, report creation, strategic planning, and negotiation is preferred.

     

    Education, Certificates, Licenses: Bachelors or equivalent degree required. Advanced degree in Public Health, Healthcare Administration, Business, or a health profession is strongly preferred.

     

    Knowledge: Excellent organization and interpersonal skills. Demonstrated successful communication skills, including writing, public presentation, training, and meeting facilitation. Strong analytical and problem solving skills. Demonstrated skills with the following software: Microsoft Word, PowerPoint, Excel, and Visio. Excellent organization and interpersonal skills.     Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 10% of the time.

     

    Physical Requirements: Sit and/or stand for extended periods of time while performing core job functions.  Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
