  • Overview

    Manage and coordinate PacificSource’s efforts in planning and conducting the company’s public policy and lobbying efforts in Oregon. Research legislative issues of relevance to the companies and communicate the findings of this research to various legislative and regulatory/administrative bodies for the purpose of advocating in the interest of the companies.  Participate in various industry lobbying coalitions and legislative workgroups and taskforces.  Coordinate with Government Relations staff in Idaho, Montana and Washington, and oversee contracted lobbyist activities. Track, analyze and form position statements on relevant legislation and public policy proposals.


    1. Conduct lobbying activities and functions, in accordance with PacificSource’s legislative agenda, and as directed by the Vice-President of Government Relations and the President/CEO.
    2. Participate in internal discussions to set the company’s legislative agenda, priorities and strategy.
    3. Research and analyze the impact of specific legislation and health care policy proposals on PacificSource business, operations and financial position.
    4. Compile and draft written testimony and other communication tools supporting PacificSource advocacy positions.
    5. Present relevant items to the Legislature by testifying at committee hearings and by meeting with Legislators individually, or preparing PacificSource internal leadership or subject matter experts for testimony.
    6. Provide reports to the Legislative Strategy Team at least weekly during active legislative session, regarding the status of relevant legislation, and other pertinent information.
    7. Coordinate with other interest groups on legislative issues where interests align, including the AHIP industry lobby group and Coordinated Care Organization government relation and compliance colleagues.
    8. Provide guidance on health policy issues, legislative bills, rules and contractual issues to internal and external customers.
    9. Actively participate in internal and external committees, workgroups and taskforces when knowledge, skills, and experience may be useful to the committees’ purpose.
    10. Provide training on regulatory issues, including new legislation and rule-making, to both internal and external customers, as appropriate.
    11. Stay abreast of laws and regulations that might affect the organization’s policies and procedures. Monitor compliance with federal, state and local regulatory requirements. 
    12. Provide assistance to the Corporate Legal Compliance Manager and Legal Counsel as may be required for efficient functioning of the department.
    13. Coordinate business activities by maintaining collaborative partnerships with key departments and subject matter experts.
    14. Actively participate as a key team member in manager/supervisor meetings and the government relations department.
    15. Actively participate in various strategic and internal committees in order to disseminate information within the organization and represent company philosophy.
    16. Meet department and company performance and attendance expectations.
    17. Perform other duties as assigned.


    Work Experience: A minimum of five years’ experience in healthcare and health policy required.  Comprehensive understanding of state legislative process and structure required.  Healthcare leadership, planning, and development experience with in-depth understanding of key health care issues and trends including, but are not limited to, Federal, state, and local policies; trends in the healthcare industry; and knowledge of business principles and techniques of administration, organization and management required.


    Education, Certificates, Licenses: Bachelor’s Degree is required, preferably in the area of public policy, political science, communication or a related field. Master’s Degree is preferred. 


    Knowledge:  Must understand Oregon’s legislative timelines, procedural requirements and lobby rules.  Must be knowledgeable of the legislative life-cycle through bill development, passage, adoption and rulemaking.  Must have a strong ability to research, analyze and develop public policy advocacy strategies, and collaborate with other stakeholders around topics of shared concerned.

    Must be able to communicate, advocate and negotiate effectively with policy-makers from all political party affiliation and stakeholders from all backgrounds.

    Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 50% of the time.


    Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
