    Join a team of enthusiastic technologists who are building an enhanced suite of web services for our customers. Collaboratively develop excellent solutions to company strategic and operational requirements. Understand core business functions at a deep level.  Work closely with vendors and contractors to create systems to integrate with in-house developed systems. Support the business through frequent Request for Proposal (RFP) preparations for potential new customers.  Gather detailed data to support regular audits. Develop and manage project plans using industry-standard tools and approaches. Work with stakeholders to develop analytic and operational reports. Support company and department mission and goals.

    Responsibilities

    Essential Responsibilities:

    1. Initiate, design, and manage complex multi-vendor web portal projects using industry-standard processes.
    2. Prepare Information Technology sections of RFP materials for Sales.
    3. Work with vendors and contractors to ensure project requirements and deliverables are met.
    4. Ensure projects are delivered on time, to requirements, and within resource constraints.
    5. Analyze existing and proposed system options. Work with stakeholders to select vendors and packages.
    6. Learn and understand existing business processes. Determine opportunities for operational improvement and support of strategic goals. Champion change according to company directives. Support quality improvement initiatives.
    7. Interpret existing and new policy, benefit, and contract provisions for use with systems.
    8. Work with software developers to create high-quality applications to meet needs not filled by packages.
    9. Diagnose and resolve system problems. Act as liaison between company departments and IT staff.
    10. Document business requirements and system configuration approaches.
    11. Develop QA tests and manage QA / testing efforts for projects.
    12. Train users in technical aspects of systems and processes.
    13. Participate in special projects and committees and perform other duties as assigned.

    Supporting Responsibilities:

    1. Interact with all departments and stakeholders, including external partners and customers.  Maintain professional, service-oriented relationships.
    2. Meet department and company performance and attendance expectations.
    3. Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
    4. Perform other duties as assigned.

    Qualifications

    Work Experience: Minimum of five years business analysis experience in high-complexity environments such as health plans required. Knowledge of benefits, contracts, coding, claims, and other healthcare concepts is useful. Experience with testing/QA is desirable.

     

    Education, Certificates, Licenses: BS or BA required. 

     

    Knowledge: Advanced self-management skills for coordinating numerous, simultaneous engagements. Requires excellent communication and analytical skills. Extensive knowledge of industry standards and internal PacificSource benefits, policy and processes a plus. Responsible for accurate and reliable maintenance, documentation, and testing of internal systems. Highly familiar with MS Windows IT environments. Advanced MS Office Skills required. Requires strong math skills, including percentages, ratios, statistics, graphing and spreadsheet skills. Experience working in teams with other systems analysts, programmers, users, and managers. Excellent interpersonal skills for working with internal and external customers. Ability to clearly communicate in person and over the phone and is able to request and exchange information in a pleasant, respectful, and professional manner. Requires ability to define and prioritize problems and manage workload without direct supervision.

    Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 10% of the time.

     

    Physical Requirements: Ability to do exacting, accurate work under time pressure. Must be able to use a manual keyboard and to read system/applications information from users’ standard computer monitors. Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions.  Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
